I cannot reproduce this problem with v99.1 of LaTeX2HTML.
What version of LaTeX2HTML are you using ?
There have been no recent edits that I'd have expected would
affect this, so anything from, say v97.1 or later,
should be correct --- please excuse me if this is wrong.
