Yes, I was just reading about this pattern of a welcome area in the book of <http://www.designingsocialinterfaces.com/patterns/Welcome_Area> - this is perhaps a good chance to say "if you want to file an ubuntu bug, follow this path, if you want to host a project go here, ..." and perhaps to lead in to some content like that of the tour or help pages.
