Since the affidavits and depositions were taken under oath there could be
an indictment for perjury if evidence is found that someone lied under
oath.  There could also be an indictment of obstruction of justice if
evidence can be found to prove someone encouraged a witness to lie under
oath.  IMO, Lewinsky may be in danger of indictment for obstruction. 
Unless they find some corroborating evidence against Clinton there is no
chance he will be indicted or impeached for perjury or obstruction of
justice.
