The reason we keep talking about soliciting is because that is one of the
methods that these guys use to solicit.  If they are exposing themselves
or masturbating in public it's because they want to attract attention to
other men who may be interested in sex.  The reason they don't solicit
the stranger who walks in to the rest room is because of exactly what
happened.  They don't know if the stranger is a cop.  It it IS a cop and
the cop solicits THEM then it is entrapment.  Much better to get a
citation for lewd and indecent exposure than for solicitation for sex.

Of course, we don't know what was on his mind, we only know what was in
his hand. :)  Perhaps he got a bigger thrill out of masturbating knowing
someone might catch him.  Who knows?  But it seems obvious that he was
not in a stall but was in an area where anyone walking into the rest room
would see him.
