Oh, I did miss this little documentation tidbit:
If $XDG_CONFIG_DIRS is either not set or empty, a value equal to
/etc/xdg should be used.
So ignore my last pleading message.
I'm still not finding a way to edit the individual user menu - every
method I've seen requires being root.
