Set the encoding to UTF8. The localization supports only UTF8.

I do not want to work with UTF8 localization - this russification is
quite unstable and not well-done.So, help me please - how can I build
Lazarus with all English items in menu - i.e. without localization at all?

You can set the language in the environment options, second tab.
To bootstrap (it might be hard if you don't see any text at all), do
export LANG=en_US.utf8
./lazarus
at the console.
