After further investigation, the sRGB_IEC61966-2-1_noBPC.icc is different from v2 sRGB in the sense TRC doesn't begin with zero, hence (255, 0, 0) returns different values even in rel. colorimetric. lcms is returning the true primaries correctly, which are not the Rec709 in this particular case.
