Correct, the patch is not a merit badge.  However, copyright is part of the
Law Merit Badge (http://www.meritbadge.com/mb/068.htm), which contains this
requirement:

11.  Discuss with your counselor the importance of TWO of the following
areas of law that have recently emerged and are still developing: 
     Environmental law 
     Computers and the Internet 
     Copyright and the Internet 
     Space travel and satellites orbiting the earth

Perhaps, it should be a required and not an optional requirement.

Were this an actual merit badge, I'd sign up as a counselor specifically to 
achieve that aim!

In fact it's not a BSA merit badge, it's an LA council-specific patch, 
available only to scouts in that area and meaningless with respect to rank 
advancement.
