I can think of two.

First, you can use iptables to set up a transparent proxy, so that any and all 
connections to port 80 get routed through the proxy.  Turning off that 
filtering requires root privileges.  If you're not familiar with iptables, 
it's pretty easy to set such stuff up with one of the firewall construction 
tools.  If I get a few minutes later today, I'll put together a step by step 
recipe.  It's not difficult.  What Linux are you using?

The other option is to configure the browser so that the user cannot modify 
the proxy server settings.  I don't know if that's possible with FF, but it 
definitely is possible with Konqueror.  You could install and configure Konq, 
use the kiosk mode stuff to disable modification of the proxy settings and 
remove all other web browsers.
