I like the classes of user.  Have you looked into QoS?
Charles uses it on DS 1.0.2.  That might help to augment
your class structure.  It'll be interesting in a real world
scenerio how a user playing Quake would affect someone trying
to access their IMAP email inbox for repeated deletes or opens.

Do you plan to use a Sun server and an NIS database for the
user/password handling?

I don't understand the "gateways *could* spoof unencrypted traffic."

I don't understand the bugs.  I should probably join your discussion
list and ask these last two questions, or search for the answers.

As far as the "roaming ip problem", can't several people's last 24
bits of their MAC address be identical?
