I don't think so...I see it as a large combination of things, which
could be completely void of kernel patches or any other given detail;
you are creating an embedded dist when you either start from scratch
and build it up one file or package at a time; or when you
significantly change the design and content of a given distribution:
for example, if Oxygen, having updated, added, and removed binaries
and scripts, also had a different directory structure, I'd call it
a new distribution; if not, definately after a new package format.

Really, as you say, though; it's up to the individual developers, as
LEAF isn't a single project to be developed, but a project to support
projects.
