I found the "Web Content Accessibility Guidelines 1.0" on w3.org.

http://www.w3.org/TR/WAI-WEBCONTENT/

It explains in detail how to make a Web site accessible for people with a 
variety of disabilities.

I'll see if my home page submission complies with the recommendation. If it 
doesn't I'll try to fix it.
