Looks pretty good to me - in that case, the "upload tool" might be as 
simple as
# get the sources from wherever they are
tar cvfz filename.tgz srcdir
scp/rsync

by a person with the proper permissions

So, once we get the "get the sources from wherever they are" part 
figured out, things are in good shape.
