Assuming you re-started shorewall after making the change, I
suspect a typo in /etc/shorewall/rules or in hosts.allow .
What do /var/log/syslog and /var/log/auth.log show for the
period when you try to connect remotely?  "tail -f <log file>"
while you attempt to connect might be handy.

You might also want to post the relavent lines from hosts.allow
and your shorewall rules file.
