My version starts from rcS.d, not rc2.d. The S38 is the number you need to pay attention to. You can try changing it, but I don't see where having it start in single-user mode is going to make a difference. Generally the networking doesn't come up in run-level 2.
I ran into a similar issue with dhclient and had to wait quite some time until all adapters were ready.
