The merging may be omitted almost all the time, except when packages like
shorewall get upgraded
shorewall docs _are_ the comments and it is really useful to have them up to
date on the router
better than that, during the merging process you will learn new options
(they are emphasized by the diff syntax)
Upgrading from one BuC release to the next one nearly always involves
upgrading shorewall...
