Regarding RedHat 9's absense of mkfs.minix; I had the same problem. I fixed it by downloading the linux-util source (google for: util-linux-2.12a.tar.gz) untar, read the README and INSTALL, then run configure and make. !!!!Warning!!!!! DO NOT RUN make install !!!!Warning!!!!! instead find the copy of mkfs.minix in the disk-utils sub directory and copy it into your /sbin directory. It worked for me! Best of luck.
