Actually you don't have to build them at all if you don't want to modify them.

b) build modules
c) populate modules
d) build user-progs

only required if you have changed something


e) mount-wcpe
f) prepare-image
g) unmount-wcpe

Is this correct?

it's supposed to link against or do I need to point the makefile to the
libraries installed in the root_fs_woody file system?


uClibc-based busybox is used only for initial boot in initrd.
If you want to change something, you have to install uClibc. Please
note that it doesn't have anything common
with other uClibc-based LEAF variants.
