All it says is "make it easy to figure out the difference between
your local time and UTC", it doesn't say _how_ easy.

Heck, it doesn't even recommend sanity be involved:  Any sufficiently
unhinged dicator could define local/civil/legal time as:

        UTC - (#days since 2011-01-01 00:00Z) * 600

And still be in 100% compliance with that recommendation.
