Umn, no.  They are rather fuzzily suggesting that they can get away with an 
insipid shell game.

Time-of-day is and will remain an angle.  That angle will be poorly 
approximated by a redefined secularly diverging UTC.  There are plenty of 
options for improving the current approximation and/or infrastructure.  Just 
imagine if the temporal powers-that-be had spent the last twelve years focusing 
on system engineering rather than politics.
