There are console applications that use dark blue as a background
color, such as Midnight Commander. In your scheme, dark blue is so
light that MC will be unreadable.

Choosing a shade of dark blue that is light enough for use as
foreground color against black *and* at the same time dark enough for
all 14 other basic terminal colors to be readable against it is quite
a nontrivial task. I’m pretty convinced it has no solution within WCAG
Level AA contrast ratio guidelines even for large fonts (minimum
contrast ratio 3:1), to say nothing of normal fonts (minimum 4.5:1).
