While I won't say never, just because anything is possible, it's not 
likely that CSS/html will ever reach the precision and accuracy that 
LaTeX can provide.  They are two different tools designed for different 
media.  You may get close, which may be good enough for some things.  It 
will not be acceptable for a check template.
