What issues were or are you having with that? On Debian systems that's provided by the libtemplate-plugin-latex-perl package, which the Debian packages (currently 1.3.18-2 on wheezy & 1.3.21-2 on sid) recommend for installation: since it's a 'Recommends', it being installed automatically depends on if the system is configured to automatically install such packages.
