I was apparently able to get it installed on a test system as part of running the make after running 'perl Makefile.PL' and enabling the autoinstall of that module (had already installed the Debian packages for the rest of the modules). OTOH; 'make test' is failing and it seems to do so in an area of testing that was skipped during the Template::Plugin::Latex install.
