One has to ask why, when the authorities (ground and police) saw what happened at the Leeds/Coventry game (and perhaps others?), they didn't think "we have to do something about stopping this from happening again in the future". And then to compound the problem by allowing even more people into the ground when they already must/should have known what had happened in the past...
I think that all the people involved have ever wanted is someone to accept some responsibility for what happened. People are like that... if we can't find the fault that caused a disaster, we can't easily come to terms with it.
