The design of that terrace was the biggest problem. It was divided into pens by 
lateral fencing, yet there was no mechanism to count how many fans had gone 
into each pen once they had all gone through the outer turnstiles.
 
The tunnel leading onto the terrace led straight to the central pen behind the 
goal, which was already overcrowded when the police took the decision to open 
the outer gates. Because of the lateral fencing the fans couldn't spread out to 
give a more even distribution of fans throughout the terrace.
 
So when the disaster happened, the pens at the ends were underfilled, but the 
fans couldn't spread out to reach the available space. (And nor could they move 
onto the pitch to escape the crushing, because of the fences in front). So it's 
not true to say that the disaster was caused by thousands of ticketless fans 
turning up, as the terrace as a whole wasn't that far over capacity.

A load of scousers turned up to an all ticket, sold out, game and tried to 
force there way in, causing mass crushing. 
Irrespective of if the police opened gates to alleviate the crush, the blame 
lies squarely with the cnuts that went there without tickets and tried to get 
in....IMHO
