Don't blame him - it's rarely the fault of the person doing the job badly - 
it's usually the person responsible for the  initial placement. I see this 
in work situations frequently where people are accused of incompetency. 
Consider the senior person  that made the appointment - that's where the 
"real" lack of vision, assessment and planning started the rot.
