Hi Matt, It's not a software issue unless you've jailbroken your iPad and someone is remote controlling it. It is definitely a hardware issue, see these posts:

If it is worn, or simply rubbish, it may be responsible for triggering the screen 'touches'. If that doesn't work then I would assume a dodgy connection to the digitizer or a dodgy digitizer itself is responsible. They can be replaced yourself http://www.youtube.com/watch?v=eZH3HAQmV6Q that video shows the replacement for an iPad 3 but a 2 is identical bar some slight changes to the protectiv covers the cables have (iPad 2 has fewer). You can obtain a new screen and digitizer for about £20...
