When you select Export to Gedcom, on the main OPTIONS tab of the Gedcom Export dialog window, make sure to remove the checkmark from "Keep Embedded formatting codes with text".
Now for your next question, you will probably be asking which type of Gedcom should you be choosing from the drop-down list when sending to RootsWeb. Note that RootsWeb is different than the Ancestry Online Family Tree and both need different types of Gedcom files. Which type for RootsWeb is a matter of a long discussion along with several customization settings to be made and saved. I could say to make a small file and upload it to RootsWeb and see how you like it. Then make some changes and see how that works for you. I'd like to have some off-line discussions with others to see what they have found that works the best. Either that or Millennia should add a built-in option for RootsWeb to the Gedcom Export types. Your reasons for wanting the tabs in there to begin with are a matter of personal choice as you like data alignment in your reports that your generate. I'd say that you should not replace them in your file. Leave them in there for your nice looking reports. Just make the gedcom export exclude them and let RootsWeb deal with the unformatted data. Users of RootsWeb are used to such unformatted displays of data.
