There have been several discussions about your issue in the past; some of the

I've pretty much tried them all, and have resigned myself to the fact that no 
genealogy program is a substitute for a word processor.   I do my family 
history writing in Word; I use Legacy to store data with source citations, 
maintain my research log, and print quick reports like Individual Reports or 
Family Group Sheets for my own use or to share with others.  YMMV (your mileage 
may vary).

As for your Event/citation numbering issue, you will need to experiment with 
your sentence structure on the sentence override tab of Events to get the 
results you want.  Personally, I prefer [Notes] [Sources] which is the closest 
to what you will get in a word processor as I can find.

You should also experiment with Report Options> Sources Tab.  You may, for 
example, want to make sure you are using footnotes not endnotes, and that your 
have turned off "If an event has multiple citations, combine them into one 
paragraph."
