I'm not sure I understand your problem.
When you find an unattached picture in the Picture Center, you can
click on "Zoom" to see a full screen if you want.
When you decide who you want to attach the picture to, select that
person on the left side of the Picture Center
Then click on "Attach" on the lower right of the Picture Center.
Is that not what you want to do?
