I even went to Publishing Center, where some reports work differently, but had the same result. I also followed her steps exactly. At least she gets something besides just endnotes at the end of the report!

There is no need to actually create this report, simply select the Footnotes option and check the RTF radio button. It will either produce a message saying you can't, or it will let you carry on.
