Michael, The new.FamilySearch has been in beta for a few years. There are all sorts of rumors when it will be available. I am on the test team and it is on .99 which means it is getting closer for release (Closer is relative). Having said that, it will probably (My assumption) only be available to members of the Church of Jesus Christ of Latter Day Saints. To be released to the general public, is up to the General Authorities of the Church. I don't think even the software developers know when the project will be done, for it is constantly evolving. So my guess is *shrug* :-)
