There have been other responses to this that have given you the correct 
information. Here is a quick reminder for yourself and others because the 
Legacy Help file system is a little ambiguous about this unless you happen to 
know in advance that backup ZIP files need the RESTORE command.

RESTORE = read a backup ZIP file created by Legacy and create a usable .FDB 
database file.
IMPORT = read a GEDCOM file created by Legacy or other program. Will also read 
PAF files. Will create a usable .FDB database file.
OPEN = open a Legacy .FDB database file, GEDCOM file, or PAF file.

You will note that IMPORT and OPEN are really the same command and you will get 
the same or similar dialog boxes depending upon which command you choose and 
how you got to choose it. The only one that is different is the RESTORE command 
and it deals only with backup ZIP files.
