I use the recorded date for my own information so I always enter the date I recorded the source in Legacy. That lets me assess the age of the data when I look at that source later. If the source template includes a date created etc. then I would use the date of the chart in that field.
The surety level is your estimate of how accurate this source/detail is. For a chart like you mention you would need to decide based on the author of the chart, the author of the update (if different) and how you assess the accuracy of the chart based on other data you are (almost) certain is correct.
