Jenny, I don't know beans about British census records, but are you sure RG 14 isn't listed at the top of the report, i.e. that it isn't part of the Master Source that is already pre-programmed by Legacy, rather than a Source Detail that you must enter? That is the way the US census templates works, and when running a report for a single source, the "equivalent" high level series number is at the top of the report, not in the detail string of roll numbers, dwelling numbers, page numbers, etc. for each person using that source.
In playing briefly with the 1911 England Census template, it looks similar to the US ones in that RG 78, RG 14 is pre-programmed and would therefore appear at the top of the report as part of the Master Source (assuming it works similarly to the US templates when running a report, which of course it very well may not), not in the detail string for each person.
