Jim: According to _Evidence Explained_ by Elizabeth Shown Mills, a website is the equivalent of a book and the URL, therefore, is entered in the field for the publisher's information.
Personally I have trouble wrapping my head around this concept, and I know a lot of people list the URL as the repository, but Mills' approach does work in producing a properly formatted citation in Legacy.
