Charter may be un-intentionally blocking mail from the list-server. The reason(s) for this are not even known by Charter so you are pretty much wasting your time by asking them as they will never admit to doing anything wrong. It may be because of a mis-configuration within their own mail routers or they may have mistakenly blacklisted the mail server. I was with Charter for over 5 years when I discovered that my local headend for Charter was blocking the Microsoft web site. That was significant because Paul Allen, who co-founded Microsoft with Bill Gates, is the Chairman and chief investor in Charter Communications. And after 5 years of frequently getting mail addressed to me that were from people I didn't know anything about, I suddenly found out that Charter had assigned the same email address to two different accounts. We were on opposite ends of the country usually served by different routers but I often wonder how much of my email got misdirected. I eventually talked on the phone to my counterpart and we laughed about it. I dropped Charter after they denied doing such a thing. To this day, I can still log into my disconnected and cancelled account and receive email.
What all that means is you probably won't get much help from Charter, or from any other ISP for that matter. You can keep pleading your case to their "tech reps" and let them know about possible blacklisting. Your other major problem is that Charter has moved almost all of its tech support to Mumbai, India. Good luck. Maybe with a little luck, things will straighten themselves out in a few weeks.
