Anne, Legacy does not import the description from the IPTC Caption field. It uses the EXIF field 'Description'. I believe that IfranView allows you to view, but not update EXIF tags.
The only application that I know (although I am sure others exist) that lets you edit the EXIF tags is EXIFTool (best when paired with EXIFGUI for a readable interface). I'm not sure whether others like Adobe Photoshop, Picasa etc. support this. However, from my limited knowledge in this area, it appears there is an increasing trend towards using "XMP tags" at least for photo identification. There are others who will probably chime in with more specific recommendations.
