Isn't a birth certificate a county clerk obtaining information? nearly all records we use involve the end result of someone collecting information. That doesn't make the collection of the information an event. The primary event in a census document would be place of residence at a specific time. Being in the census isn't an event, it's a record of information obtained, such as a vital record or military record. It's a document used by the government to obtain information about the populace. Vital records and military records are also documents used by the governement to obtain information about the populace. What is the purpose of the census? it's done so the governemnt for various reason knows who living where. The government doesn't do a census to prove it did a census. it does it to prove residency of it's citizens. it is not an event, it is a documentation of an event, which is someone's residency.
