It is my fault that this thread got started and I apologize; I was trying to
answer the comment of someone who wondered if there was anything for the
non-LDS person and I wandered off-track and assured them that FS had plenty
to offer the public before NFS became public.  I will answer this last
comment just for clarification and then this needs to end on this list
because it has nothing to do with Legacy.  Again, I apologize for that.

That IS what is actually happening; each record is indexed by two separate
individuals; if it is indexed EXACTLY the same way, every character the
same, it proceeds.  If anything in the record differs at all, that record
goes to arbitration where another individual decides which transcription is
correct or perhaps if neither is correct and the arbitrator can add their
own transcription; if that happens, yet another person will review that
change.

I have done indexing and arbitration myself so I know that it is true.  This
is done by volunteers and most volunteers try to work with records that they
are most familiar with and do a pretty good job.  It's always possible for
someone to try to transcribe a foreign record even though they didn't have
that background but it isn't very likely. Who would want to take that on?
I've arbitrated records where people lost track of which line they were on
and that throws off the whole transcription but the 2nd person had it right
so absolutely nothing matched on the entire census (for instance); so the
entire census gets arbitrated.  I can't explain your 90% failure rate but
I'd bet there is a good explanation for it; something is amiss there. O jave
several pages printed from the database that the original writer mentioned
and have verified them all; transcriptions were just fine. They usually show
the microfilm number too so you can get the film from the FHL and verify the
info and copy the original document perhaps; then maybe you'll see why the
transcriber thought it was something different.

I would hesitate to complain and accuse when these millions of records are
being worked on diligently by thousands and thousands of volunteers and a
massive financial cost to provide something that is completely free to
everyone in the world.  If some of the volunteers make errors, even lots of
errors, I am still grateful to them for their unselfish service to provide
this for the rest of us.
