The location report shows the two individuals.  Neither individual has any 
events attached to their names.  The location does not appear in any source 
documentation for either individual.  Perhaps this problem was created while 
testing with a beta version of Legacy earlier this year.  Still looking for 
ideas.

I ran across the same situation. I was absolutely convinced that the location 
was not assigned to an individual... only to eventually found it "hidden" in 
one of the events.
