If you read the top of the 1900 census record, it states "Include every person living on June 1, 1900." So, I am sure it followed through on the other census records. They also didn't include children that were born after June 1, 1900. Just for an explanation for why some deceased members of a family are included in a census when they are not alive. And, why some children are not listed even though you know they were born by the census.

In this case, the census might be an event for him. He participated, but never knew it. This makes me wonder how many people were dead at the time a census was taken. One or two of mine (and the wife's) seem to have made it a point of honour, to make it as difficult as possible, for their descendants to find traces of them.
