Current thinking, at least in the US, is that we need to distinguish between sources, information, and evidence.
Yes, a photograph can be a source if we derive information (e.g. the date of birth in your example of a tombstone photo) from the photograph. I'm not convinced, however, that we need to assign formal source citations to each and every photograph we attach in Legacy. The Caption and Description fields are adequate IMO.
