Dick,

If those locations are in your master location list there is a tool in
Legacy to expand or contract parts of locations (providing you are using
the "standard" four location levels) that recognizes the three letter
abbreviations for county names in Britain.

Go to View > Master Lists > Location to open the locations list
Click on the Options button and select Expand Contract location parts.
If you have difficulty or questions at any stage press F1 or use the
help button on the screen for more information.
