There are missing ones. There's a gap between your smaller numbers and the larger ones. Take a look at the Name List sorted by RIN - click on the # field. Then scroll down, looking at the numbers.
The higher numbers will be moved down to fill in the blank spaces. You probably should also go to Options > Customize > Data Defaults and make sure "Reuse abandoned RINs" is selected. As you add new individuals, the "missing" RINs will be filled in.
