I made the mistake of renaming my pictures in Windows Explorer instead of the picture center, so I was renaming them individually in each picture gallery. I noticed that if I double click on the picture with the question marks and rename the picture it doesn't stick whereas if I click the picture and click edit and search for the picture it sticks. I'm not sure it matters, but I had been looking for a picture and clicked "Check All Pictures" (which of course Legacy didn't find since I had renamed it). It was after that I noticed the problem.
