Jennifer, I would just create a "New Husband" with a unknown names and add the child. The status of the "Marriage" could be never married and then when and if you find out who the father is, you have a place to enter the information.
Why would you not want a RIN for the child's father, as he is a member of this family group even if others believe it or not? What surname does this child use, of which person is the sure name from?
