Changing the state abbreviations can be done by going to Options > Expand/Contract Location Parts.... as long as you have the locations formatted correctly in Legacy with commas for missing elements in the locations.
If you have a lot of locations you wish to change from Co. to county, then you would do a Search > Search and Replace Find where: Lists- Location Find what: co. Replacement text: county How to find: Anywhere in field How to replace: Replace only found text with replacement text. MAKE SURE you verify each replacement because it could pick up "co." from something like Mexico.
