If you attach documents to Legacy, for example .pdf or .doc files you are really only creating a LINK in Legacy and when you want to view the files they will open in the default program for that type of file. You cannot automatically include the contents of such a document in a Report. However, what you can do is use the Publishing Centre to create "books" with blank page and you then substitute the blank pages with the print-outs of the files you want to include. Photographs (.jpg for example) are slightly different in that although Legacy only includes a link to the photo, it does have its own view so you can look at the picture from within Legacy and do some basic editing.
